Important Meeting at the Village Hall on Wednesday 17th at 7pm to consider a major change in the way the money is collected for the maintenance and repair of the village hall is used.

The Parish Council wish to change the Wing Community Charity Governance document the allow the money collected by the Village Hall Committee to be used for anything the Parish Council deem to benefit the village.

BUT the villagers who set up the Charity specifically insert words to safeguard the money so it would not be used for anything other than the repair and maintenance of the Village Hall. This smart move has enabled us to keep the Village Hall in good condition when village halls over the country are falling into disrepair.

This has not prevented the Hall from being used for other fundraising functions provided it is made clear that the fundraising PROVIDING it is made clear that the funds would not go towards the upkeep of the hall. The organizer just hires the hall for the length of time required.

This has worked without problems for 30+ years.

If the safeguard is removed the money for repair and maintenance could be taken for any purpose that the Parish Council see fit, supplementing the Precept, the tax that is levied on every resident and which they should work within… and the hall will suffer.

MANTON AND WING SOCIAL CREATIVE AFTERNOONS

We have some exciting sessions lined up for the next couple of months, see below.
You are also more than welcome to come along and bring whatever you may be working on for example crocheting or painting. We also have various games if you don’t fancy being creative.

Feb 8th, Wing Village Hall – Computer and tablet help

Feb 22nd, Manton Village Hall – Folk Art demo and have a go ??
Folk art are the beautiful paintings you see on canal boats.

March 8th, Wing Village Hall – Calligraphy demo and have a go
Pens and calligraphy paper will be provided.

March 22nd, Manton Village Hall – Scrabble and other board games or book making ??

Each session runs from 2.30 – 4.30. Cost £3 to include tea and cake
ALL WELCOME, we have people from all villages, Oakham and Uppingham too.

Warning of a new scam

Police are warning the public to be alert to a recent scam where people are approached by fake police officers and encouraged to take part in an undercover operation

Since November last year, Leicestershire Police has received eight reports of a scam of this nature and are warning the public to prevent further people falling victim to this crime.

The circumstances are that criminals are contacting members of the public, mainly by phone, claiming to be from the police or their bank’s fraud team. The criminal goes on to claim they are investigating a fraud at a local bank where bank staff are involved with issuing fake bank notes and asks the victim for their help.

As part of the ongoing police investigation, the victim is asked to visit the same branch and withdraw a large amount of money from their own account, usually thousands of pounds, and hand this over to the police to be tested.

The victim is assured that they will have the money returned to their bank account however this never happens and the criminal gets away with the cash. The victim is told not to tell the bank the reasons around withdrawing the large sum if questioned, suspecting the cashier is only asking as they are in on the scam.

Paul Wenlock, from the Force’s economic crime unit, said: “This is a scam which seems to be increasing, not just in Leicester, Leicestershire and Rutland but elsewhere across the country.

“The victim may feel that they are doing a public service by helping the police and for some it may seem exciting to part of an undercover operation, but this is not the case and it’s simply a thief’s way of enticing a victim so they can steal their money.

“It’s important that those who are elderly or vulnerable who often fall prey to such type of scams are aware so we would encourage the public to share this message and help us prevent further victims of this crime.

Paul Wenlock added: “Police or banks will never ask anyone to take part in a fraud operation or withdraw or transfer money. Please be wary of any contact made from someone claiming to be from the police asking you to transfer money. If you are suspicious or concerned, please hang up the phone and contact either police, Action Fraud or your local bank.”

Anyone who has been contacted in similar circumstances or has any information about the offences is asked to contact 101.

The Parish Council have not posted any notices anywhere in the village informing the residents of this but it is scheduled.

The Parish Council, as Trustee of the Charity Wing Community Centre (Wing Village Hall) wishes to seek the approval of Wing’s community to extend the Scheme governing the Charity to enable the Village Hall Management Committee to spend monies raised in the future, in excess of that required to maintain and develop the Village Hall, on activities of wider benefit to the community.

The Charity was originally established to established to ring-fence the funds raised for the benefit of the village hall ONLY, to ensure it was kept to a high standard. At present the trust document restricts how monies raised can be spent.

If the village residents wish to agree to this change this will require a change to the Charity Commission Objectives.

The proposed change could release the constraints put upon the Parish Council by the originators of the Charity some 34 years ago to prevent the Parish Council using the funds for anything other than the maintenance and repair of the Village Hall.

The residents have for 34 years used the Village Hall as a base for fundraising for ANY good cause without let or hindrance. Please come along to hear how the proposed changes could work.
